Can you explain this Canadian quote to me?

That was Pierre Trudeau's justification of the Official Languages Act which was ped in the early seventies. It was his explanation to English speaking Canada that the whole country would be better off is Quebecois could feel more at home anywhere in Canada rather than just in Francophone parts of Quebec. That predates the rights that were entrenched in the 1982 Canada Act by almost a decade which the Quebec government never officially agreed to yet never hesitated to make use of to betray Trudeau's vision with their Bill 101 Language Act.
