I'm confused about this guy...?

We dated few times. We both attracted to each other. He is super busy at work so no time for love at all. I texts him first all the time but he texts back though. I started to fall for him because he is so sweet, loving and romantic. I was tired of waiting around for him when he is available to see me. Although relationship is not his main priority but his business. But everytime we see each other, it seems like we can't get enough of each other. I wrote him a farewell letter telling him how i felt that i'm afraid to fall for him so better off stop seeing each other. He wrote back and said that his business consumes all his time,effort and energy and he could not focused in a relationship, I was hurt because i thought i will never heard from him but i have to stop before i get hurt. But few days later, he called me and wanted to be friends with me again. Why he wanted to continue our friendship? Does it mean that he loves me? Or afraid to lose me?? I don't know. Thanks.
