Can a atiel be 'untamed'?

Do they maintain their sociability, and keep the skills they have learnt? I've had a bad bird experience in the past, and I'm thinking of buying one at last which is hand tamed. I don't want to risk it losing its abilities due to imperfect conditions. Can they be kept outside their cage for long periods of time or are they easily stressed?
